Long Term Infrastructure Improvement Plan (LTIIP)


 

Project Description

Pennsylvania Public Utilities Commission (PA PUC) approved a 5-year, $274.3M distribution infrastructure program developed to improve reliability through storm hardening and enhancement of aerial infrastructure, conversion and retirement of obsolete facilities, and replacement of underground cable.  Planning for the client’s Electric LTIIP began in 2015, with the first projects started in early 2016. The five-year program currently runs through the end of 2020; however, due to the success of the program, the client is planning to file an extension with the PA PUC.

These distribution system infrastructure improvement projects are executed across five program workstreams:

  • Customers Experiencing Multiple Interruptions (CEMI): Aerial infrastructure upgrades, conversions, and replacement of obsolete equipment to address areas of highest outage frequency due to storm events

  • Circuit Rebuild to Enable Unit Substation Retirement: rebuild and convert areas of obsolete infrastructure and retire aging unit substations from service

  • Mainstem Cable Replacement: replacement and reconfiguration of mainstem cable systems to address aging and obsolete cable and underground equipment

  • Underground Residential Development (URD) Cable: replacement of direct-buried, unjacketed polyethylene URD cable and aging submersible transformers with new cable-in-conduit systems and pad mount transformers to reduce escalating cable failures

  • Building Substation Retirement: acceleration of obsolete building substation retirements and conversion of all associated distribution infrastructure

Project Highlights

  • LCS Program Management began involvement in the LTIIP Program in 2015, helping to craft the overall multi- channel program plan, develop the program team, and evaluate the implementation of existing and new processes.

  • LCS Project and Construction Managers working alongside client counterparts have consistently delivered successful results to the PA PUC for the first three years of the LTIIP Program, meeting or exceeding all workstream scope commitments while achieving required financial targets.

  • LCS Customer Outreach and Management are a unique service among the client’s PMOCs, providing new channels for the client’s customers to receive accurate information on projects in their area while addressing customer and municipal concerns in a timely manner.
