Project Description

It was projected that our client’s regional line #8 Trans, 205CB, and 415CB ratings would be overloaded by Summer 2017. The generation station units 1-2 (138kV side) had been previously retired and the plant was unmanned. The client did not have a fence around the 220kV switchyard, and the yard consistently flooded during rain events. There was no SCADA on any transmission equipment, and there was not a dedicated transmission control building. The scope involved expanding the 220kV switchyard, expanding and upgrading the substation grounding grid, installing and elevating a new modular transmission relay control building, installing Disturbance Monitoring Equipment, new relay panels, new switchyard transformers, and installation of a 2nd 336MVA 220-138kV Transformer, and new 220kV 95CBand 138kV 195CB including disconnects, and bus work.

Project Highlights

Replaced 138kV # 205 CB and # 415 CB to meet projected rating requirements.
Installed SCADA, local control, and AC power for all (9) 138kV breakers and (6) 220kVbreakers.
Migrated all 220kV transmission equipment off the Station 125vdc battery to new client-owned battery.
Converted all 138kV &69kV transmission I&C from 250vdc to 125vdc and migration off the Station 250vdc battery to a new client-owned battery.
LCS managed and delivered this project to the client providing Project Managers, Distribution Construction Managers, Substation Construction Managers, Substation Commissioning/Field Engineers, and Substation Project Engineers, all utilizing the utility’s processes and procedures.
The LCS Project Manager and team contracted with over 12 key Engineering and Construction vendors and coordinated all activities from inception through design, planning, procurement, construction, and commissioning to successfully deliver this project.
